You are trying to use the discountrate variable in a calculation before you have given it a value.
C#
double discountrate; //the rate at which each package will be discounted. This will depend on what

purchased = int.Parse(purchasedTextBox.Text);
saved = (purchased * PACKAGE_COST_double) * discountrate; // discountrate has no value at this point.

You could also simplify your if else blocks.
And leave setting the label until the end by a simple calculation:

if (purchased >= 100)
{
    discountrate = .5;
}
// if purchased has already been tested to be >= 100,
// then at this point it must be <= 99,
// so that part of the expression is redundant.
else if (purchased >= 50)
{
    discountrate = .4;
}
else if (purchased >= 20)
{
    discountrate = .3;
}
else if (purchased >= 10)
{
    discountrate = .2;
}
else
{
    discountrate = 0;
}
discountLabel.Text = string.Format("{0}%", discountrate * 100);
