He knows our feelings on plagiarism - we know that from the last wave - and still feels happy to copy'n'paste assuming he won't get caught. I have to suspect that he has copied other stuff (and not just in this article)
Peter's comment that his "best article sept 2014" looks plagiarised does look justifiable to me. It has the same structure, with changes made to protect the guilty.
Personally? I think he is a serial plagiarist who is normally more careful to make sure we can't spot his thefts.
