Given that the names are very similar, and he posted the same copied rubbish under both names at the same time, I would call that a serial plagiarist myself!

The message doesn't appear to be related to the forum, although it's hard to tell from the extremely poor wording. However, it has a URL in the footer for a commercial "Broadcast Media Monitoring" solution, whatever that is.
