While I think that's a great idea, especially for companies (don't ask and I won't tell) that are using 20 year old technologies and the devs are lifers because their knowledge of the latest flash-bang tech and practices is non-existent, making them completely unmarketable, thus the idea gives them the opportunity to explore new ideas, I seriously doubt the majority of companies will want to "pay back" all the open source code that they use on their own dime.
