It's a step in the right direction, but it's still not as simple as the "copy files to a UNC path and run the exe" method of deploying regular applications.

I see your point, but consider also we've few choices to avoid that.
First off, although many users wish to stick to Win-less-than-10, the pressure is everyday greater. As developer, I found many troubles (still have) on supporting older OSes than newer ones.
Secondly, it seems they adding new features (yet interesting) on the newest platforms, and that's reasonable. If you may afford to ship your apps/services without those news, then...yes, avoid any further upgrade.

If the standard library were just part of the browser environment no "downloading" would be required except when the browser needs to update. It would just be another reason to update.
