I am more than happy to pay to $100 for a personal license for all the hard work those folks do. Furthermore, it's free if you're doing open source development. Pricing[^] And I think there's a 30 day trial version.

I'm not doing OSS, $100 is outside my personal out of pocket limit, and elephanting beancounters. 
A month with a self destructing trial version would only make having to go back to a braindead text editor suck even worse.

Out of curiosity, what platform are you running on? Windows? Ubuntu?
Are you doing Rails development or something else? It sounds like you're doing work for a client, they're not willing to cough up $100? It seems like a good IDE would save them 100x that in productivity improvement.

Windows, a bit of rails although it's third to .net and java for the year. In terms of hours spent (as opposed to output produced) it's probably behind sharepoint too; but only because the latter is a WTFery that makes anything other than "circular progress" nearly impossible.
My employer's a govt contractor and my understanding is that their standard contracts require most software to be bought from overhead not charged to the project directly. That in turn means that the people who have to approve the purchase from their budget and the people who directly benefit from the purchase are separate grounds. As I said before, Elephanting Beancounters!

You might remember that last week, a few of Microsoft's services including, Hotmail, MSN, Live, Outlook, and Microsoft's web site were offline for a period of time. If only affected some users and Microsoft was quick to restore the online services. Microsoft has yet to state the exact problem, only that the problem had been fixed and the service restored. "You maniacs! You blew it up!"

Every app installation from the Play Store displays the app's permissions and proceeds with the installation only if you approve. The nice thing about this feature is that you can downgrade the app's permissions post-install pre-run.
