I am quite an enthusiastic photographer, and I moved from CS3 to CS4 just so I could go 64 bit.
I suggest you look at this table[^] and decide what features you need.
I do 90% of what I want in Adobe Lightroom 4 which is excellent, and streets ahead of any earlier version, at a fraction of the cost of Photoshop. I have supplemented Lightroom with two add-ins - Nik Software HDR Efex Pro II and DxO ViewPoint, both of which perform their functions better than CS6 which I have 'played with' extensively. The combined cost of all three packages came to less than half a new CS6.
The only things I use CS4 for now are the clone tool, layers, and final printing (because I use layers for print sharpening).
A caveat concerning the latest Adobe Elements - it only does layers in 8-bit. If you just use jpegs, this is OK, but if, like me, you work in raw and tiff 16-bit, Elements won't hack it.

I have P7 as well and just bought a used upgrade to CS2 through ebay for $60. If you buy an upgrade, the highest you can go upgrading P7 is CS3. I found the prices of used CS3, CS4, and CS5 to be ridiculously high, like the seller was more interested in a tax write-off than actually selling the software (ebay fees are business expenses).
As for GIMP, I tried it about three years ago and I didn't like it. I may try it again to see if there are any improvements.
Someone else mentioned PaintShop Pro. I used to have that and as a paint program it is pretty decent, but their print algorithm sucks badly.

I use PaintShop Pro 8.0 - I have no interest in upgrading, and it serves me well. It only cost $59 about 6 years ago.
I've tried Photoshop a few times over the years, and don't see the attraction, but then again, I'm not an artist or interested in super-duper image manipulation. I do some post-processing on pictures I snap, and that's about it.

For me, the deal breaker was the printing. Paintshop Pro just did a horrible job of converting color to grayscale for printing. Otherwise, as I said, it's a decent program.
