Damn! I had that on my list, but I missed HASP completely and discarded it...

After several years, Paypal decided to extend their services to my dear Nigeria but said it will start with the "Send money" service only. Is Paypal really scared of Nigerians receiving money from oversees?

It is a country well known for internet fraud and scams: 419 eaters[^] - so yes, they probably are concerned that their "genuine" customers may think that it legitimizes the scammers, or that Paypal are in some way responsible for any monies they lose to the scammers.
I think I can understand that...

Now am officially a fraudster! Nice. . Please just tell me there are no fraudsters in the UK, or USA!

I didn't say you are, or that there aren't scammers elsewhere. But there is a whole meme around "I am the son of the Nigerian minister of finance..." and it takes a long time to get rid of a bad reputation.
Heck, my spam filter is still auto deleting such "offers" today!

Of course I understand you anyway. Just wish it isn't Nigeria that should be labelled the black sheep. The giant of Africa (I love Naija)

Quite, but I've yet to meet someone who lives in a glass house. Mine is made of bricks, for example.

There are international compliance issues pertaining to money laundering and terrorist funding which every financial institution has to do 'due diligence' on. Probably not scared, but have to ensure they are compliant. Some parts of the world are completely off-limits (North Korea for example) and others require extra vigilance. I do not know what Nigeria's standing is.

Rob Philpott.

Adding on to this, if the cost of regulatory compliance and losses from fraud exceed the profit to be made in a country it won't be given service. Of late, increased regulatory costs/risks[^] are pushing international banks to reduce the level of business they do with the developing world.

Is not rather the genius of history like an eternal, imploring maiden, full of fire, with a burning heart and flaming soul, humanly warm and humanly beautiful?

Say my Hi to Mrs Benita Racchidi, I hope she has at last found the good samaritan she's been searching for the past 10 years to transfer her $ 400 millions for charity purpose which was acquired when her father's friend was the finance minister of Nigeria 20 years ago.

Only one country has a scam named after its legal code because it is so ubiquitous. You guessed it Nigeria.

Calm down.
They are called Nigerian scams because the first wave of them on the internet came from Nigeria, but they can come from anywhere in the world.
The advanced payment scam actually goes back to the late 18th or early 19th century in Europe. Rightly or wrongly Nigeria is stuck with the reputation now because of the internet publicity.
