I recently find out Microsoft supports only OpenGL 1.2 standard by looking at its header files gl.h and glu.h installed under Windows SDK kit folders.
Amazingly, I tested several current OpenGL examples from Internet, it is working well after working with freeglut.

The same is true of OpenMP. They only support a very old version. OpenGL and Vulkan are 3D graphics APIs that they do not really even support. If you are seriously interested in them you are better off getting the official distributions from OpenGl.org. That is, if you want a more modern version. If you want to stay at v1.2 then you don't need to.
I used to do a lot of stuff with OpenGL and that old version. Now my stuff is broken on newer generation video cards and I haven't got around to fixing it yet. I want to move everything over to Vulkan but I haven't figured out everything I need yet. You can see a couple of samples on my personal blog here.

ETA: I noticed I don't have the really fun stuff there - the robot simulators. I'll see what I can do about that. I made custom 5, 6, and 7 axis robots and their motion is simulated and can be animated. I am trying to figure out inverse kinematics so I can make them do straight moves and constrained moves.
ETA: for some reason the site has decided to stop displaying my avatar. At least, I don't see it any more. That's one of the images I made - the "swollen asterisk."

It doesn't really matter what version Microsoft supports, it's not their turf (except in the fallback Basic Display Adapter). The "real" OpenGL implementation that you use is included in the graphics driver.

Read this OpenGL Loading Library wiki: "An OpenGL Loading Library is a library that loads pointers to OpenGL functions at runtime, core as well as extensions"
I have used GLEW. The latest loader is GLAD where the user specifies the OpenGL version on that webpage and it will only generate and load function pointers only for that version unlike GLEW which loads all, so it should be faster and the user won't make the mistake of mixing/calling functions from the different OpenGL versions.
