I grew up in Tornado country. They aren't that big a deal.

Here, in sometimes-hurricane country (right on the coast) - well, mostly they're no big deal up hear, either (usually cat 1).
That can be said for tornadoes to, I suppose - mostly throwing corn husk and wicked witches into the air. Just spectator sports.
But, then, sometime sh*t happens: Sandy for us - a Tornado that visits nearby, or knocks on your door. The become a big deal, then.

So a user sends an email to IT about a problem. Even though we've an online help desk input for such things (usable by someone for someone else if necessary), they will persist in using email and sending it to all of IT.
Now that's bad enough - but the really kicker is that if someone's handles it they do a REPLY ALL and then the original user does the same. Often with a back-and-forth.
Send-to-everyone-you-know still exists - with many alias'. But damn it - the IT person(s) interacting with the user - shouldn't they have the wit to stop flooding the email boxes?

Shaming. I sort of did. I made in humorous enough to make an impact without offending the several directors on that list.
Someone (from IT who I work with, directly) said they won't listen unless a letter gets sent to their supervisors. My reply (since the Help Desk input method is company policy) was to this effect:
Just respond by telling them to submit their problems ('issue") via the help desk and don't do anything with it until then.

"Please don't reply to all".
Not realizing that they themselves are making the same mistake.

How they describe it occurring is sort of reminiscent of planned program (Alcoholics Anonymous has such a plan = but to quit).
So far, we're still in the early stages - no one seemingly having the wit to cull the herd with their replies.

Well - for that first "I'm working on it" they could use BCC so that it doesn't get passed on to every other email. If they need help they can ask for it in the background.
