The idea is that it's free email - but if I try to send you an email and I'm not specifically on your whitelist, I have to pay (and you get some of that, but I'm guessing not all).
So spam email becomes a thing of the past, unless they want to pay the account holder for the privilege of sending spam. Which I'm guessing again isn't going to happen.
If you've tried it, is it any good? Bad? Did you actually make any money?

I manage my email (via distinct forwards for each contact) quite well and get virtually no spam. Evil befall any who abuse the "privilege".
But - if I had to pay to send someone an email . . . I guess I wouldn't do either.

Governments will find ways to exempt themselves and their "friends". That's what we quickly found out with Do-Not-Call lists.

Do-Not-Call-Lists fail because all one needs to do is call from outside the national borders of any particular country. US laws, for example, will not do much good in prosecuting call-mills in, for example, India. Free calling, via the internet, puts the final nail in the coffin.
And since it provides employment, it's unlikely anyone will cooperate on their own accord.
Everything's not a government conspiracy - no easy way out, this time.

No conspiracy needed. The DNC law in Canada lists a number of exemptions, and it's crystal clear some special interest groups made sure they found their way on that list.
Here's one simple example: Why should newspapers specifically be exempt from the DNC law to sell you subscriptions via phone? The answer is obvious when you know who owns the majority of newspapers in Canada, and what their political affiliations are.

Canada's version is different.
US Exemptions: charitable organizations, political organizations, corporations you've done business with during the last year (or two?) I believe one may opt out of the latter, but has to contact the company to do so.
I now ignore at least 90% of my incoming telephone calls.

Ours sounds very much like it, except - as I mentioned - for newspapers. Reading down the list, you can't help but think "wait - why is this on here"? In fact I think it's pretty much the only additional exception--a lot of ours laws are rough copies of the US's. (again..."special interests groups")

If it is a genuine contact you will white-list it anyway. If it is a spammer, how exactly the money will be collected? And if the spammer payed does it become legal?
In Israel it is against the law to send you any commercial content without prior approval from you - it stops nothing!!!
