I'm working on a piece of "code". Before it was really inconsistent and producing unreliable results. Now it is always wrong. Can this be considered an improvement?

An intermittent fault is much harder to diagnose than a continuous fault. I'd say what you have is an improvement.

Well known way to reduce number of compilation errors to 1 in C/C++: include non-existing h-file.

It is not "always wrong" - it is doing exactly what you told it to do. The fact that there is a difference between what you want it to do and what you told it to do is your problem - not the "codes" problem.

Got it installed yesterday. So far, it has been good. I clicked on icon and it opened pretty quickly! Faster than 2015 I observed.
I haven't done anything else on it yet.
