If you are a direct supplier to the government, then you must provide, on a yearly basis, a report of the percentage of business you did with minority or women owned businesses.
If you are a supplier to a company that is a direct supplier to the government, you have the same reporting requirements.
I know because I needed to code a system at my previous position to track this field and then be able to report on it.

The main motivator is money, and (lack of) accountability. It matters little if it is done by the government or a lare corporation that employs a lot of subcontractors - it's always a recipe for non-delivery. No-one gets blamed, everyone gets paid.
And it's merely show - it's there to demonstrate that it's a "bad idea", unfeasible, never to be spoken of again. It's communist, something that those socialist Europeans do.

Small business with greatest ethinic priority gets the award. The business is two people, husband and wife ... sorry, wife and wife.
They have no business experience, or college degree, but are disadvantaged because of their situation. They take 10% profit off the top and sub-contract it to another firm with literally months of experience.
The firm with months of experience is a Disabled Vet company that specializes in logistics and warehouse management. But they can do I.T., after all, everything is just a subset of warehousing. They bid and when the sub contract. They take 10% off the top. There is now 97 million left for the job. The need a solid, real, tech firm for this.
Outsource firm A has literally 1,000 years of experienced in C# and 500 years experience in Healthcare.gov websites. They charge $10/hr for original in scope dev work and have miraculously specced the project out to just under 96 million. Amazingly they don't charge for management overhead or silly things like Project Managers. Oh, but there change requests are $550/hr. Not to bad, we will get it right the first time.

I remember back in high school... the councilor gave me an application for a governor's school program. I remember looking at the application which 'encouraged girls and minorities' to apply. Two decades later, it still irritates me. Your post displays blatant racism, but there will never be any repercussions.

There's a lot of trails and other things to do around Sedona. We took the jeep ride into the back country thinking we would get better shots but I don't think it was any better, but had a good time.

Thanks Mark, I am just learning the art of post processing and am starting to get the hang of it but Photoshop has such a steep learning curve.
