Actually not a problem here, Sweden is supplying half of Europe with tp. The other half is taken care of by Finland mostly.

I have this requirement in which I need to communicate with a mobile phone user via his SMS. I do not have the capability to use a mobile phone (at least sometimes) and this other user does not have the capability to use E-mail (at least sometimes). So I need the capability to send an SMS from my PC (which could be E-mail, as I have that capability all the time) that the other user will get as an SMS, and then he can reply to that, and it comes back to me somehow.
I suppose that me having a virtual phone would work, but I think I saw someone wanting $30/month for this, which sounds beyond outrageous. I am not against paying a little, but of course, nothing beats the price of free.

The client with the mobile phone may be able to set up an email address to forward to his phone, provided by his carrier.
A quick google of email sms free returned 1.2 million hits, so there should be something there, including How to Send a Text From Your Email Account | Digital Trends

...or there are some API's that make it a lot less painful.
means need only plug a phone into he PC and off you go.
... or perhaps a cheap/older phone and a prepaid sim that charges based on per message / per call (ideally with longest possible credit expiry).
I did something like that many years ago for a vehicle tracking app.
had units for the vehicles that sent GPS co-ords via SMS periodically or whenever it started/stopped moving then plugged a Nokia dumb phone into a PC to receive the messages.

- also was back in XP days so likely more painful to adapt than write from scratch.
