I think he's more complaining at how it's forced on the employees. Although 550 is cheap for a certification. It's usually way higher.

Either that or the owner made a huge donation early on in the politician's career. Or a former worker who figured out a way to milk the system after departing.
Tell the government you will do all of the leg work of testing, sorting, filing, etc. so they don't have to create it as a permanent budget item. That looks good on the balance sheets. Then charge them ten or twenty times what it actually costs to do. Bonus points if you can subcontract the work out to someone else and just collect the profit.

Do you get to expense it? Mandatory shouldn't come out of your pocket.
Is that the list price of the test? Maybe the actual cost will be less if they are buying in bulk.

reminds me of PMP, (aced it after 1 day of study, laughed at idiots that studied for weeks and [multi-]failed) - it's common sense.
every 2 years you are expected to re-certify, no need to do the test but you have to fill in nonsense about your projects or other crap you've done (and what about the NDA's?). Not hard work but still a hassle, and of course the most important part is they hit you for a renewal fee.
And what is it really: it's just paying a bunch of wankers good money to put your name on a list on a website.
screw that, anyway I got the fancy paper cert, so I showed that back in the days of applying for jobs, and people were happy oooooh, nice. The facts: most hirers and job agents* are too lazy to do the lookup to see if you're current - in fact many didn't even know that existed - again because once again they were too lazy to find out.
*job agents - yeah, those idiots can screw their fancy titles too, a spade is an ing spade... and most are dumber than shovels anyway.
