Like the PDF I opened that had a button to send the filled-in form, but Outlook couldn't because the PDF was open in Acrobat.

I understand the concept of H1-B where USA needs to bring in high skilled temp workers to fill in the vacancies.
As for all the materials I have read, they are not changing anything with H1-B. They are only restricting spouse from entering into the labor market.
Of course there would be few who would be losing the chance to work but is it not the original mandate that 1 Job = 1 H1-B visa candidate ? With spouse being allowed to work, 1 Job brings in two candidate?
Or my understanding is totally wrong?

I am not looking for the official answer as I am not planning to move to USA yet. I was just wondering why the general publics reaction for and against it.

The H4 is a Visa used by spouses of H1 Visa holders. Until 2015, H4 Visa holders were not authorized to work. In 2015, President Obama issued an Executive Order allowing certain H4 Visa holders to work, conditional to their H1 spouses being approved for their I-140 applications (step 1 in the employment based Green Card process). A lot of folks were not happy with this as it abruptly introduced around 100-200K potential employees, most of them with advanced IT degrees, into the job market. Many people expected Trump to reverse this EO but surprisingly, Trump did not do that. This month, the USCIS has sent in a list of recommendations one of which is to remove this rule that allows H4 spouses to work. Obviously those H4 spouses who got jobs after the 2015 EO are highly displeased at this situation. At this point, there is no guarantee that the USCIS recommendations will pass, so it's all conjecture right now. It's not even that big news here even on Republican forums or news sites. It is big news in India apparently.

When you came in years ago on the H1 program (IIRC), did Smitha come in with the H4, or did she earn her H1 on her own merits? As I recall, it was no bed of roses for you, but I know little of Smitha's experience. I think that a great many of our members would appreciate an article from you on your experiences with the whole process. I know I would certainly enjoy reading such an article!

But I still think an article about the process, and your experiences in going through the process, would be immensely useful to many of our community. Maybe you could do two articles - one from your experiences, the other from Smitha's. Tell her "Hi!" from me, please, my friend...

Hi All,
I have noticed that most of the Tea drinkers in the office follow the NATO standard
Tea Bag->Mug->Hot Water->Milk and retire as an Office with several nationality's ranging from Chinese to Hungarian, I would have thought there would be some variety (in either Tea, style or something) only my Boss drinks Tea from Tea Pot which I believe is loose leaf Lady Grey...

Mine is little different.
Mug->Sugar->tea bag (only if I need a break from coffee)->Hot water->creamer->Sip one or two-> retire to desk if good else->Coffee

At work it's espresso at the desk.
At home it's send child to kitchen to make the tea and it better well be in a pot, warmed, prior, tea, drinking, for the use of.

I sometimes have nightmares about a visit to a cheap hotel in London where they served "English breakfast" with teabags that were left for hours in the tea pot.
When drinking it was so bitter that it cracked the glazing of my teeth

Normally I drink coffee (cafetiere, string dark) - the only times I drink tea is from a fine china pot, in a proper bone china tea cup and saucer, with a scone, butter, strawberry jam, and cream (in that order, and no other) while watching Countdown with Richard Whiteley.
It has been a while since my last cup...
