I thought it was supposed to be in a hotel lobby, and "in an open foyer"?

I'll have to put some Deep Thought into this one...
If you have an important point to make, don't try to be subtle or clever. Use a pile driver. Hit the point once. Then come back and hit it again. Then hit it a third time - a tremendous whack.

Is crowd funding a large group of people taking joy in ringing small bells or is it that same group making small dents in passing cars?

In the good old days of linguistic clarity, "crowd funding" used to be called "begging". As such, I would define it as "demanding money under abasement".

Under a basement?
Is that where you've buried all the beggars who've come to your door?

Only the rich beggars. The poor ones still get buried in a pauper's grave.
For the humour-impaired, I live in a flat, and the building doesn't even have a basement!

...that probably wouldn't exist if it weren't for lawyers, lawsuits, and government mandated requirements. In other words, the "insurance" industry.
What about you? Would you be working at your job if it weren't for federal laws?

Now, nope. In the past, yup. I did some stints in medical billing, dental insurance, incident tracking with OSHA compliance, and ding ding ding the Dept of Energy to top it off.
Let's not forget PCI compliance too as far as regulations go, since the banks have the real power. (Notice the govt borrows money from them and not the other way around.) Having them shut you down too means that's something to do deal with.

I am currently working on State contracts, not so much Federal. I have worked on Federal contracts before - medical billing and workers comps stuff.

Same industry. State contracts, and medical stuff, before that.
What sector are you in? I'm currently with an insurance ERP manufacturer, on the life insurance solution project to be more precise.

My business is child nutrition (mostly accounting and inventory) for school districts. Since the majority of funds for my clients are federal source, then no, I probably wouldn't be doing this.

Yes but a lot less. Many food manifacturers don't really care if the products they sell are contaminated with glass shards or stone fragments.

Many of them are fairly candid about it, they're searching for the most economic inspection machinery just to follow the laws on production control. The others don't say it openly but it is evident by their approach, actions and decisions.
