Tower or laptop? How old? It's possible that the USB connector is broken on the motherboard, intermittent signal or short. See if there is something bad inside that connector.
Thankfully, I'm on my last high school student in the house. The one before her came home with the laptop and said, "Hey Dad. There is something wrong with my laptop. The USB connector is funky." He has a wireless mouse with that little USB dongle that Logitech uses.
I took a look at it. Hmmm, dongle is loose. Closer inspection: USB port is loose. Even closer inspection.... "Son, you want to tell me what you did to this thing?"
Seems he had gotten into the habit of tossing his bag (with said laptop in it) a little too playfully.

Tower, a Dell (or Smell) Optiplex something running 8.1 because Win10 and compatibity...
USB, a good idea but, I remember when I blew the output due to a charge making mince meat of the Poly Fuses with a stupid static charge. This one port at the rear of the machine seems to kill it.
More investigation Monday or when I haven't got 50+ things to do I might get a new PC (or a trip to the moon!)

Dodgy mouse... went to click on my profile dropdown for my comments (to follow up on something) but clicked on the actual numbers... it will take you to your rep points ... saw "all" (OMG I'm still in shock ) the negatives and just had to hang my head in shame...

The wife dragged me kicking and screaming to Japan 20 years ago, we went on a small group (12 people) tour and loved it. We have been back many times since, including a road trip in Hokkaido, there is an entire story about the GPS in that car.
I now take my grand kids there to ski, Furano was excellent last year.

The Japanese rail system is amazing, on the Shinkazen, bullet train, you have a set time, 30 seconds I think, to exit the train before it leaves. If you are slow you get to exit the next station which may be 100 km away. Why - scheduling is so tight there may be another bullet headed for your rear carriage at 120 kph
Do NOT remove your shoes on the station. A favoured method of suicide used to be to leap in from of a bullet train travelling at 120 kph. Japanese remove their shoes before jumping.
There is also a 1m yen fine levied on the FAMILY of the suicide, as I said used to be a favoured method.
