I hope, you are talking about Office 365 account. In this case, you need to contact the Office 365 support to re-enable her account. If you have admin account, you could probably try resetting her credential in Office 365 admin portal, but I doubt, it will give any fruitful result.

It is a Microsoft account that is used to access/control an Office 365 Home Subscription to allow me, wife, son and daughter to use Office on our computers. I doubt there will be an Admin Portal available.
I have given access to the subscription to each of their Microsoft accounts for installation. This should be a no issue slam dunk installation but Microsoft just want to faarrrkkkk things up for sh*ts and giggles.

We already have 2 factor authentication, what do you think the alternative email address is for? The phone number requirement is just something Microsoft want, not need.

You could setup a Google Voice number and forward messages from that to your "real" number. Then close the Google Voice number.

Well, I would say that it is their chalk and their blackboard so they call the shots. They are not the only ones. There are alternatives.
Typically, they want to send you a code via text. I use Google Voice for such things. Easy to turn forwarding on and off, great for screening all phone stuff.

So why is this not required for both of my and both of my kids Microsoft accounts, they are all happy with my ISP email address as the only alternative.
