I have a friend (yes, really) who has always wanted to be a stand up comedian. I have no idea why - he is not the slightest bit funny. However, he did send me some good jokes. Here are a few...

"When I heard they had a cure for dyslexia, it was like music to my ass"
"There's a new TV show on tonight about Origami.
It's paper view".
"The guy who fell into an upholstery machine is now fully recovered"
I'll get his coat...
Actually, I have plenty more where that came from. $50 for me not post them...

Most uController manufacturers give away dev tools in order to persuade you to use the chip / chip set. (The exception being ARM who charged an ARM and a leg last time I looked).
They normally figure that they'll more than get the money back on the volume you use!

That has been my experience, and was my immediate assumption, as the business model you describe has worked fantastically for both parties for years now.
I was looking at various other similar offerings from Intel, with very similar web page designs, which had labels like, "Starting at $899" which set off some brain cells in my head.
I'm wondering if this is a highly limited version or something.
