I'd like that but we have an older workforce and I'd bet about 50 to 60 percent of them don't have email on their phone. (the manager sitting next to me has a flip phone ) Plus, I don't know how you are about your personal email, but mine gets ignored until I have time to read it. Some of these messages will be urgent as in like, don't show up for work today kind of thing.

Oddly, most USA plans anymore have free text messaging while data (which would include email) is metered. I think texts are great; very easy to ignore. Agree with those who point out automated phone calls are INCREDIBLY annoying.

I'm not with CDP. I think that both he and you are so wrapped up in your own spam-centered stereotype that you are ignoring the OP's actual subject.
He's not considering sending out hundreds of text messages trying to scam folks, he's looking into a simple way to selectively alert multiple employees -- e.g., sending out a notice when there is an opportunity to work overtime.
That is not a bad thing. My wife signed up to get text messages from the state office she works in when they are starting late due to weather issues. When I was working for Molina Healthcare, they had a similar "Emergency Notification System" that broadcast recorded messages -- you'd hear cell phones going off all over the office whenever there was a decision to close early because of an incoming storm.
So ditch the self-righteous indignancy and either answer his question or go vent somewhere that you're not driving off the folks who might.

At a previous employer, we used Clickatell. From an infrastructure point of view, they provided pretty good service and a ~98.5% uptime. We used them for several two-factor authentication schemes.

Lol, did that. Every single one of those websites wants all your info before you can even begin to see anything. Including your email, phone #, name of your firstborn (which screws me over as I don't have any kids...). I can only type GoEffYourself@HoserEh.com so many times for the email and I don't want to drive the person that actually has 867-5309 as their phone# too crazy. I'm hoping to get some opinions based on real world experience from people that I know are legitimate.

I don't know about voice, and I'm quite ignorant in this field, but apart from a local SMS service, the other one that bursts into mind is Azure's SendGrid.
