In what way is he right ? He is simply insulting for sake of being insulting.
He does not like what Marc linked to and by extension, good for OG, there are tons of artists I don't like their artwork, but I just don't go out and be insulting and dismissive of their career and work portfolio.

But the portfolio of an artist has to display his level of skill and training, not just (what some might call) brainfart ideas to make money for nothing.
If a painter, for example, can't paint a skillful and admirable realistic representation of a [whatever], then he is not the person to paint it in abstract, and should be scorned for doing so.
It's like, I can play the piano badly, and that might get a few giggles because I'm a nobody where pianos are concerned, but if a master pianist intentionally plays badly, it's hilarious.
And if he intentionally plays eccentrically, to invoke unexpected feelings, then it's genius; but if I piddle about with the keys and invoke unexpected feelings, I don't call it art, because I don't have the skill, knowledge, or ability to back up such a claim.
You have to master a craft, before you can expand it.

Technical ability is not a necessity for a piece of art to be meaningful (achieve emotional response, which is what art should be) to people;

Most work of art were and are paid by patrons[^].
Most governments also give out grants to artists the same way they give out grants to scientists and industries.

As it happens I have a bachelor in Common Art and Cultural Sciences.
The bachelor is pretty cool (it's about "what is art", "what drives artists", "how does art shape society and/or vice versa"), the arts not so much

The problem is that we are (collectively) rich enough to be able to support such wastes of oxygen without counting the cost. In some cases, such support even comes from the public purse!
In earlier times they would never have found patrons, and would therefore have either starved in their garrets or had to work for their livings.
If you have an important point to make, don't try to be subtle or clever. Use a pile driver. Hit the point once. Then come back and hit it again. Then hit it a third time - a tremendous whack.
