With FIPS enabled, about 10 packages and extensions in the VS2015 install fail. Disable FIPS and they all work fine.
As a nice little side note, you have to disable FIPS just to compile stuff in VS2015. That's not a good thing in an environment where having FIPS enabled is mandated by Security.

I know this fact, all too well. MS Workflow Foundation - Activities does not mesh with FIPS, as well.

What's really F'd up is certain crypto algos built into Windows ARE certified FIPS 140, but the managed implementations in .NET of the very same algos are NOT. W T F??? Can you guess why Roslyn doesn't work under FIPS?

How do you disable FIPS?

run --> gpedit.msc
then navigate to: Local Computer Policy --> Computer Configuration --> Windows Settings --> Security Settings --> Local Policies --> Security Options
then navigate to: System Cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing --> right-click --> properties --> set to disabled
Now, this may not be your issue at all. FIPS is not enabled by default on a Windows OS.

Reg hack is easier:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy\Enabled = 0 (REG_DWORD)
No reboot required. The value is checked whenever a process is launched.

I work on government contracts from time to time, hence the FIPS. FIPS clashes with Microsoft's hash algorithms which are not FIPS certified.

My first thought was that Windows decided it couldn't load your user profile anymore and created a new/temporary one, but if that were the case, I get the impression you wouldn't have triggered the Remove/Repair dialog.
Besides, with a new profile, you would also have found your docs/pics/videos/etc folders to also be empty, so I'm guessing that wasn't the case here...

Update 1 really messed up my Visual Studio 2015 installation.
Update 2 seems to work for me.
I hear lots of Win 10 problems, I hear about lots of VS2015 problems and I've encountered them. That IE and Bing have problems has been known for a while. I haven't heard a lot about Edge, probably because no one is using it.
Makes me want to stick to this here Win 7 computer, the last awesome OS

When you eventually get round to using Win 10, that dust cloud disappearing over the horizon will be me on Windows 11. Good luck with Win 7. Somebody has to guard the rear where it's safe and cozy!

I installed update 2 on both Windows 8.1 and Windows 10 without an issue. I had no problems with Windows 10 and used it in preference to Windows 7 (on a dual boot system.)

I have a computer I need to reinstall the OS so that I can install a working version of Visual Studio. Had a bunch of third party control stuff on it, and it broke visual studio when I removed them. Hate 3rd party controls.
