It's quite a common prank for the hazing of new club members to tamper with the ball in some way. In the UK this specific jape is also illegal. It's just that it would fall under more general legislation.

The documents reveal for the first time how the bank operates. Money has been channelled through offshore companies, two of which were officially owned by one of the Russian president's closest friends.
