Because for important decisions, it is easier to present a binary option, with both radiobuttons returning the same value. Once the people 'decide', they'll have to accept that 'choice' for a few years.
Other countries make it even more easy by providing only one option to choose.

I think the biggest objection I have to WinX, once the installation and update woes are done, is the boring, flat, nearly unusable UI. Who tested this and said, "Yes, this is the way to go". Were they those people who have that strange colourblindness that only lets them see in black and white? Do these people only live in houses painted all white, with white carpets and white, vinyl furniture and white painted shelving and other furniture? ...and if they own a dog, or more likely a cat, it's a white one - with long fluffy fur that needs a lot of maintenance?
I hereby start a campaign to bring back Colour and the Aero interface to Windows. Who's with me? Torches and pitchforks can be picked up at the lumberyard!

I played with the Win 10 Preview in a VM for a while about a year ago. I seem to recall MS bringing back Aero in an abbreviated form near the end.
Did that survive to the GM? Or are you looking for more Aero?

It didn't.[^] I suspect the original reasons of making windows look the same on all platforms (including those that never had glass); and the extra GPU load from transparency having a non-trivial hit on battery life (IIRC 5-10%) kept it dead in W10.

A good UI is one that needs no explanation, works as expected, which is predictable and consistent. One tries to keep the UI the same between versions, to prevent having to re-educate people. It saves time and money, and it is not done to change it for the sake of having a change - that costs time and money without adding value.
That was the theory. Then some manager comes explain the real world; we will not add features this version, we will only update the UI. People will not buy the software if it looks like the old software.
And sadly, that is true. People do not buy cars or software based on specs, but mainly on looks; and it doesn't need to look "great", just "new and sexy".
