FTFY. We've number plate readers everywhere in the UK, plus what was asked was well within the bounds of statistical analysis of traffic patterns.

As much as I generally loathe them; this sounds like one of the few legitimate uses for license plate readers. Capture everyone driving through one day, and then mail them all a survey.
In the mean time, if it's prepaid, I suggest taping your card to a cinderblock before mailing it back to properly express your opinion of the clusterelephant.
Edit 2: If it's not prepaid, you can do the same but will have to deliver it in person. Might be better to use a brick though to make it easier to do quickly.

Well IMHO not all the strips have the same quality, and I think that on average the quality rose at first and declined.
