Busy formulating my complaint in a fashion that wouldn't result in a knock on the door from the Polis for breaching the Threatening Behavior (Insertion of Objects) Act 1873.
Oh, I also had to complain about their complaint form:http://www.sunderland.gov.uk/index.aspx?articleid=5925[^]. It doesn't work in Chrome, only accepts Sunderland Postcodes (AFAICT - didn't work with mine, my parents or the one for the uni I used to go to - All either Newcastle or Durham postcodes). When you do supply an postcode it is happy with (I used the work one) it overwrites the details with values retrieved when the postcode is checked. Without the opportunity to edit further.
Oh and your not allowed to complain, only "Compliment" or "Feedback".

Well yeah. But there's probably not much point holding a traffic census on a Sunday afternoon 5 miles out of town if you want to know what demands are being made on central carriageways, now is there? It's a bit damned if you do, damned if you don't!

FTFY. We've number plate readers everywhere in the UK, plus what was asked was well within the bounds of statistical analysis of traffic patterns.

As much as I generally loathe them; this sounds like one of the few legitimate uses for license plate readers. Capture everyone driving through one day, and then mail them all a survey.
In the mean time, if it's prepaid, I suggest taping your card to a cinderblock before mailing it back to properly express your opinion of the clusterelephant.
Edit 2: If it's not prepaid, you can do the same but will have to deliver it in person. Might be better to use a brick though to make it easier to do quickly.
