Usually, yes. However, I theoretically have permission to everything everywhere on all my machines so this doesn't really help me!

UAC can be a fickle beast on Windows 7.
Unless you're logged in under the local Administrator account, you'd be surprised what things you can get blocked from doing (even running under an account in the administrators group.)
I'm going to assume you're invoking make from the command line? Try running your command prompt as administrator first (if you haven't already.) If that fails, try setting the properties on all of the utilized exes to always run as admin. If that still fails, I'd try turning off UAC entirely (I usually use TweakUAC, but last I looked I think it moved to either a paid model, or ad-ware )
I know many people advise against disabling UAC completely, but I find it gets in the way more often than it helps...

Years ago I had to compile the FFMPEG stuff using Cygwin rather than Mingw32. Not sure if that's relevant anymore though.

Sure, but you're not going to find many MAKE folks in the ASP.NET forum for instance. Your best bet is the language it's written in still.

I am a first time application developer. It is directed towards the disabled community and it is an application for locating accessible venues. When developing the application will it automatically be offered internationally through the App Store as well as Google Play? If not, is the international market suitable for my application?

Just a thought: have you tried to contact the AppStore/Google and ask them or checked their FAQ? (I'm sure someone will be along soon that may have an answer here).

All that was missing was a link to some site or other, and it was only that which stopped me from flagging the message as spam
You're probably better off posting your message in the Q&A section, but include some more detail like:
- What are you actually developing? A mobile app? A website?
- What technologies you're using? iOS, Java, HTML/JS, Xamarin, Cordova, etc?
- Who is your intended user and how do you want them to get to your app?
