I know what she means, but perhaps that was not the best choice of words...

Actually it is absolutely fine to say that.
The meaning has changed over years of political correctness. It is deemed incorrect to tell someone they are retarded so they use "mentally challenged instead", a euphemism so to speak.
I'm old school, if I think somebody is retarded then I tell them so.

1.) In Wiki it is more or less easy to choose the language of an article. IN CASE YOU NEED HELP FOR THIS GOOGLE FOR IT!
2.) There was not an good english replacement. AND WHAT YOU EXPECT FROM OTHERS, I EXPECT FROM YOU TO HANDLE AN OTHER LANGUAGE.
