English is not their primary language? Used Google Translate?

Well, ok, funny-ish, but do you honestly not know what he's looking for?

An HTML footer that stays at the bottom of the browser. I've done it a few times, and it is a pita.

Wouldn't it be a pitb then?
GOTOs are a bit like wire coat hangers: they tend to breed in the darkness, such that where there once were few, eventually there are many, and the program's architecture collapses beneath them. (Fran Poretto)

Depends on how big the foot is

Sorry... I had to.

Was the poster Aussie? Maybe it was MM 'avin a larf? "Good Day Guys" is the clue, although if it had been "G'day Bruce", we would have been certain.

Sir, please use the KSS acronym: WTE.
Life is too shor

That can be an abbreviation, not acronym.
Your time will come, if you let it be right.

It's an initialism, not an abbreviation.

There ain't no grand council that decides what is or is not a news site. If they want to put news (even of very limited scope) on a site and call themselves a news site, then more power to their elbows.
It's nice to see. The Internet was, in large part, invented just for this kind of thing to happen.
OTOH, HTML5 and css seem to have been invented to prevent "normal humans" creating sites.

.... I meant as opposed to a spoof news site like "The Onion", "The Framley Examiner" or "The Daily Mail". The rest of what you said is why I posted it - a true WTF - why would anyone make the decision to spend the time and effort to put this on an actual news site, but I'm glad they did.

Exactly. The Crawley News has decided to photo just shy of 100 random people, then turn that into a "Crawleys Best Dressed" slideshow.
The only explanations I can think of is it's an Easter egg, or an SEO something.

Yeah, something like that
if(this.signature != "")
{
MessageBox.Show("This is my signature: " + Environment.NewLine + signature);
}
else
{
MessageBox.Show("404-Signature not found");
}

No, no. For Crawley, these exhibits are the equivalent of cat-walk models.
