Not necessarily. He may be thinking of messages in english that are so very badly written that they are impossible to read - understand.
At least in my area, when you worked enough in multinational software development teams and read some of the code comments you would really appreciate having them banned.

The problem with the Paris incident is the failure of the French to surveil these people despite them being known affiliates of terrorists. That, was a stupid mistake to make.
