In the Russian mindset, or at least Putin's neo-Soviet one, there's no difference between the state and companies from that state, because every company is either controlled by the state or run with the approval of the state. They really don't understand the concept of independent companies and groups within a country, apart from as troublemakers.
To be fair it's not just Russia that thinks like that (how many anti-state companies are permitted to exist in Iran, or Bahrain?).
