Which country is this?
In India where I live, this is quite common, so we have Inverters in most houses - it is also called a UPS (Uninterrupted Power Supply). That gives a 2-3 hour backup till the main lines are restored.

Experienced it, way back in college. When I'm on my educational game project (for PC), one of my classmates accidentally tripped on the lappie's charger, then poof! I lost an hour of work?!
After that, I taught myself to save everything after I've done some modifications in my projects, Even just a line of code. My classmates thought I'm an OC.

They're optimizing the Return On Investment; getting as much as possible with the least effort. I'd say that they're learning - what benefit would it have to become an underpaid expert? It's not like we're being measured in terms of knowledge or actual productivity.
