Whether SO is #1 or CP is #1 depends on which navy you serve. There was a story about US and UK navies taking part in some military exercises. The US navy admiral (SO) sent a message to his counterpart in the UK (CP) welcoming him to the joint exercise and asked him what it was like being part of the second largest navy. The UK admiral (CP) thanked him for his welcome and asked him in return what it was like belonging to the second best.

Blank pages in printed material used as design element - it helps the design of good looking books (no blank pages in newspapers!).
The writing - 'This page intentionally left blank' - introduced only when digital copies of books sold on the internet, and while paging side-by-side (and not page-by-page anymore) readers got confused...
It's equally true today, so the one don't see blank pages is the one do not read printed books - I'm pity him...
In internet design there is no meaning of pages, like it was in books (even the word 'page' used in both) - so no meaning of blank pages...

The writing has been around for a long time. Legal documents such as contracts have always used it. Technical documents such as flight procedure manuals have been using it for many decades. Phd Thesis and published papers often use it.

Not true at all.
It is often used in physical documents where (for layout or other purposes) a blank page is required, but it is important for the reader to be sure there is nothing missing. e.g. in a legal document. Without the wording one may think there is a printing problem

While that is certainly a legitimate use, why didn't they just put a page count on it? If they're worried enough tthat the viewed document is not complete due to printing problems, nothing beats a page count! (especially when you print it in the form "page 7/23" to indicate not only the current page number but also the total number of pages)
