I doubt that the dependencies are Ubuntu's, more likely some package you, or another package installed. Not sure why you come to a programming forum for support of an operating system but I would try:
See what has dependencies are missing and either try to install them or remove the offending package.
Tell the update manager to skip that package if possible (are you using the update manager of "sudo apt update/upgrade"?
If that fails, I would back up my data and repair/reinstall Ubuntu. I don't have a lot more to offer, I run Debian, the father of Ubuntu and have never seen the time I couldn't remove the offending package.
Probably best to pursue this over on the Ubuntu forums.

Your hardware, you'd have similar on Windows.
These are not real time operating systems; if the app cannot respond (due to heavy processing) it assumes the app is in a deadlock because it does not respond. For me that mostly happening in game.
If it is your application, than check for long running processes in the mainthread and move them to their own.

I just recently (last week) updated my Ubuntu OS to 22.04.01 as well. I seem to see more of the Not responding, wait/kill messages now too. Although I wasn't immune to them before the upgrade either. It just seems more prevalent after.
My hardware is a Dell desktop that was purchased in Dec 2015. My setup is a Ubuntu Host at 22.04 running VirtualBox with my computing mainly done on Ubuntu also at 22.04 or occasionally Windows 10 guest VMs. I also can't at the moment run ethernet directly to my PC so it is connected to my network via WIFI. I just attributed it to a new OS expecting faster turnaround in 2022 or maybe 22.04 needing a patch or two to settle in a bit more.
Usually by the time I notice the message and move my mouse to click wait the box goes away and things resume normally. If I do manage to click wait it resumes in just a second or two anyway. Maybe it's getting to be time to upgrade the PC but I'm not a gamer and I just do small hobby java projects so I don't require instant response. It hasn't annoyed me too much so far. Surfing the net doesn't seem to be affected so I'll keep an eye on it but I'm not concerned as of yet.

Harry Styles - Music For a Sushi Restaurant[^]
A different SOTW this week.
It's actually a pop tune by a mainstream pop artist.
I'd heard his name, but didn't know his music, until a friend told me she listened to him and even went to two of his concerts in two weeks (one planned and one delayed by COVID).
Apparently, Harry Styles is all the rage right now and critics and fans really love him.
He was a member of another mainstream pop boy band I never heard, One Direction.
So I gave it a listen and it's actually pretty nice and upbeat music that gets stuck in your head.
