I had wondered (after the extra clue and the consensus from other people's attempts that the letters were an anagram, for THE RULES) whether it was QUESTION THE RULES based on the presence of the '?' after the anagram portion.

I think a ? means that the entire clue should be treated as the definition. Others with more experience might provide a better explanation.
This was backwards: the clue was the answer, and the clue had to be figured out. Breaking is an anagram indicator, so breaking the rules is a valid clue for the "answer" LHEUESTR, whereas question the rules isn't.
