I would argue that the quality of the mask matters a lot more than how many you're using.
A neck gaiter is more or less pointless. But I suppose it would do a good job of keeping the proper one in place.
I suspect this is just another symptom of, "We must show we take this serious", and thereby succeeding in the opposite.

I have an acquaintance working as a surgeon's assistant in an ER, and he's been my supplier. I can't tell these masks apart from those most people are wearing (and are now being told to double and triple).

I don't know where I get mine, because my wife bought them.
They look like surgical masks but may not be N95 rated. But they certainly seem to be better than cloth masks.

The little earloop blue surgical masks are not rated for viruses. They're bacteria-catchers.
And the study showed that the only ones in the surgical suite who actually need to wear them are the folks leaning over the patient. More anti-drool than anything else.

This is the Scum, though, so the quality of anything that doesn't involved silicon enhanced ladies chests is pretty dodgy at the best of times.
But if Covid is present in pooh - and it certainly is at least some of the time - then passing gas butt-naked is probably a bad idea. Underwear and suchlike should trap it though.

In any infected individual, lots of copies of the virus. More copies, more faults during copying. Meaning the more hosts, the faster its evolution. And that happening in everyone infected. Can't have that.
In ten years it'd be worse than polio and the plague combined. There's too many hosts and we need to reduce that. Or live the fermi paradox.
