Intrigued, I just checked my 'log book': the part the new keeper is supposed to have is the V5C/2 (V5C/3 is for traders), and although the main portion of the log book has an 11-digit ref number, the V5C/2 has an extra leading 7 (in my case). You could try adding that? The V5C/3 has the original 11 digits.
