I don't know if it has changed, but USPS charged a delivery fee for delivering stamps. Even though they come to my house almost everyday.
Ya, the post office is nutty.

That's happened to me. The package was from Amazon UK and they use a service for deliveries in the USA that does not provide tracking information. Anyway, I checked on Amazon's (UK) site and it stated the package had been delivered when it hadn't. I promptly reported it to them as not being delivered and they started shipment of another of the same item. Then I found it in the box the next day. I tried to stop the new order but couldn't so I ended up with two copies of one movie. They blew it off as something that happens often.

Firstly, bonus points for using the word gravitas. It's nice to see someone else with a vocabulary of more than 100 words.
USPS appears to be sloooowly catching up to its competitors when it comes to tangential services like delivery tracking. It's only been in the last few years that you could even ask for them to confirm deliveries, unless you paid an exhorbitant fee for the service. For them to actually know where a given package is located at any time requires infrastructure that they don't have the capital to put in place all at once. Federal Express had the advantage of inventing package tracking and making it a customer-demanded product feature.

In fairness, they had there moments.
