The civil service has fired the person responsible, stating that this "humour" was unsanctioned and against policy and says that normal service will be resumed (after the tea break has finished, which is about next Tuesday by my reckoning)

I was surprised to learn, years ago, that the US Air Force occasionally spawns an officer or two with a sense of humor, as well. We had a little problem in the late 80s, early 90s, in that our allies were pissed that we only bought US-made weapons. An initiative was launched to encourage personnel to nominate foreign-made weapons for adoption and purchase by US forces.
One such nomination I got to see was for the Soviet SS-20 ICBM, recommended because it was slightly cheaper than our own Minuteman II, and nearly as capable. It was actually submitted on the appropriate forms to DoD by an officer at the base where I worked. A few months later an official response was received and circulated around the office. A colonel in charge of reviewing these things actually took the time to review it properly and write a response, point-by-point, but the final gist of it was that the SS-20 failed to meet a critical requirement of the program, in that 80% of the bird was actually US technology, and therefore not of foreign origin.
