You would think a cat would solve the problem, wouldn't you?
A few years ago, my parents had a rat problem. They also had upwards of 2 dozen cats. The funny thing is that the cats would always act as if they are starving*, yet only a few of them would try to catch some rats.
* They didn't. The greedy bastards just liked stealing food from each other.
What is this talk of release? I do not release software. My software escapes leaving a bloody trail of designers and quality assurance people in its wake.

There's a small and subtle difference between mice and rats. I've seen rats that would easily eat a large dog - no way that a cat (with working survival instinct) will hunt such a thing.

True, but some of those cats would probably assist the rats in ganging up on your large dog 
In all seriousness, some of them did attempt to catch turkeys and hadedas.

Normally an adult cat easily can kill a rat. They don't need to be hungry to do so. Its good if they are fed even. The problem is the behave of the rat. If they don't behave like a pray the cat wont attack. Its the same with dogs. If the cat doesn't feel threaten she will attack only if the target is behaving as a pray.
Search for some videos in Youtube you will see many results.

It's also possible the cats are simply a bunch of wusses. I had a complete wuss cat, he once ran away from a mouse trapped under a colander. Then I wound up with a few half feral cats, those animals knew how to tear up a mouse, and the walls, and the insulation, and the carpeting... given the choice I would have taken the rat problem.

He's pretty good - grab cat, open jaws, insert pill, swallow, and gone.
We've had some that involved full biking gear, including the boots and helmet...

My mom's cats have mostly fallen into the too stupid to realize there's a pill hiding in the lump of cheese category and the full leathers would have been a good idea category. The multi day inpatient course of IV antibiotics wasn't a hypothetical; for a while they were threatening to go in surgically to clean the wound out better.

Mom works in healthcare, so she knew what needed done. Cleaning puncture wounds is elephanting hard though and she obviously didn't get everything that one time.

Three cats that stay mostly in, one cat that only comes in to eat and a dog.
We have very few issues with... unwanted wildlife like rodents (mice, voles, moles, rats) and snakes.
In living here for almost 15 years, I've only seen one large (2 foot plus) snake.

What about coyotes? You should not let your cats out during the night. Its dangerous.

Many neighborhood dogs; so they stay scarce.
And as for the cat that only comes in to eat? He chooses to live outside and has done so for 3 years.

Cats are indeed smart animals. If he really likes to live outside you cannot do much for him
I once saw what a man had done for his cats. He build a large cage (it sounds bad but its for the good of the cats) in his back yard and inside he made few wooden places for the cats. The cage is connected with his dog door and the cats walk though a small tunnel( made from the same material like the cage) and reach the inside of the cage. That way they are protected and outside.

I find it more fun if they bring in birds...
especially those that are a bit bigger (like a blackbird) and release them inside
We had to collect the feathers in the whole appartment and that damn bird was too dumb (or probably scared) to realize that a window only lets through the light...

When I bought my house, the previous owners couldn't get their cat into the carrier to go with them. They said they would come back for him, and warned to stay away from him "he's a killer".
He turned out to be the sweetest cat...
Fast forward, we kept finding live birds in the house. Some hiding in closets, some downstairs. We thought they were flying in through the chimney or something.
Yeah, it turns out the cat kept bringing them in. It was probably hilarious to watch both that cat and I chasing after the birds seeing who could catch it first.
The cat finally learned his lesson and started catching smaller birds. The feathers and what was left was not much fun to clean up.

Probably is, but it's the way he drops it, looks at it, looks at me, slaps it, and strolls off with his nose in the air... 
Then I get to hunt the damn thing down and fish it out of whatever tiny hole it has found before it poos, breeds, or dies...
