Interesting. Without getting too soapboxy, if a serial killer wants to die I don't see why the taxpayers need to keep paying money to keep him alive.

I'd probably agree, but I guess if he wants to die then it implies he is suffering by continuing to live and maybe that's a better punishment.
From the perspective of the families, I imagine that they prefer the idea of him suffering given that they are suffering too. From a tax payer perspective however...

At least for me.
There were a few rounds, but the Q'er's last response was:
"This is very difficult, but fine now I have to learn it."
Perhaps he wrote it in resignation to necessity - but what better result could you want? He's going to try to learn something!

So I was doing some testing of LetsEncrypt certificates on my machine at home and couldn't open a listener to port 443.
TaskManager -> Network -> Listening Ports
Skype port 443 TCP/UDP
Why is Skype listening on 443? 
From SO:
To turn off and disable Skype usage of and listening on port 80 and port 443, open the Skype window, then click on the Tools menu and select Options. Click on the Advanced tab, and go to the Connection sub-tab. Untick or uncheck the checkbox for Use port 80 and 443 as an alternative for additional incoming connections option. Click on the Save button and then restart Skype to make the change effective.
