ISO 8601 should handle that -- repeated datetimes IIRC -- but in practice, you're the only one who knows what you mean. And a month later, not even you will.

Today was rather unusual - I was put into a homicidal mood twice before noon. Arguably, it would be a humane act. I took a walk to a supermarket and bought coffee and potato chips. A lot of coffee and potato chips*. Coffee is the usual way I handle time between applications. Also, during them.
Some determined, without consulting IT at all, that they would create their own numerical employee IDs. OK - we cope. Then, the idiot director of that department realized she wasn't in her own employee database - so she added herself and deliberately reused an existing number. There are all sorts of triggers and such - the horror propagated. The moron had 10,000 possible number to choose from (each year) for a staff of under fifty.**
A bright spot in all of this: they're so lazy about doing their job that it wasn't nearly as bad as it could have been.

In 13 years as a contractor with this organisation I have not once had no project under development, usually 2-3 at any one time. And I do not even have to do the support work once it goes to production.

Scene1 : Boss checks the perf stats & graphs of server , not happy.
Scene2: Boss says, "I think we got a bunch of bad coders that's making the perf go down. We need to write optimized code, should use less memory/cpu, blah, blah".
Scene3: I check with finance team if it's okay to add few hundred more bucks to the server bill.

Scene4: Upgraded container to next tier.
Scene5: New reports to Boss. Boss- "I think our devs are real fast, should be efficient developers, I like it". (JUST because the graph peaks have settled down)
haha. I summed it up like "We did tweaks on both the ends , i.e some fixes on the code & some minor 'change' on the container.
"Changes on the code" : Like deleting empty lines & some formatting.
I think these bosses should never get exposed to any of these server stats.

why do people pay for a certain load level become unhappy when it's running above 50%.
Really they should be happiest if it runs in the band 85% - 95% all the time - that's getting value for the money paid, particularly if it's physically on someone else's server.

You know, if customers complaints our applications "work" slow at times, we could really see, it's a network/bandwidth issue from their side. it's their own infra problem. And it's a temporary one.
But the moment the boss hears these complaints, he checks the server stats-graphs. It wouldn't have reached even 60% on the peak levels on the resources. He immediately feels code is not optimized & its' lavishly using up resources and that's slowing down the applications. & he conveys it to the teams straight, immediately.

As a member of the Engineering team I wouldn't be that comfortable. When for any reason (maybe a successful campaign?) the server load spikes you're in for a lot of complaints and extra hours to pull up whatever crashed. A safer bound would be a constant 50-70%, which means most resources are not wasted and there's still room in case of unforeseen traffic peaks.

Not just sustained peaks either. Your hourly average load might be only 40% but if you drill down to 5 second time slices and see spikes to 90% on that scale your users are already seeing intermittent latency spikes when too many hit the server in rapid succession.
