You're seriously kidding, right?? The time I've spent over the past quarter-century rewriting badly-written SPs (written by junior devs, not even users) is substantial, and the effects of their efforts at destroying database - and therefore application - performance and thus usability is even more so.

I'd argue that a SQL Dev is not someone who knows how to write a SP, but someone who is capable of taking business requirements and designing a suitable structure (which involves a lot more than just normalization) AND access model, and then (maybe) is also able to develop SPs. Those SPs also require debugging skills. The conversion of business requirements to database model is not done in isolation, but requires a deep understanding of the way the (proposed) application(s) will function and very close liaison with the other developers.

Also, there are elements to SQL that maybe you've never come across if all you've needed to do is "run a query".
