OK - How about: the cost/bug-fix, for any time period of interest, is much much lower with Gimp 2.

I tried GIMP for windows and got really tired of the crashing. That was a couple of years back...maybe they've fixed it by now.
I'm glad to see that I'm not the only one that has to deal with images and such...a lot lately in fact. 
Paint and the ancient MS Photo Editor still get the job done....mostly cropping/resizing/changing formats.

Don't know - I "grew up" with Paintshop Pro when it was a JASC* product, having switched from Corel Photo-Paint due to the humongous number of bugs it had developed, and finally switched from the final JASC version (10) to Corel X6 because it didn't support Aero so writing manuals was becoming a PITA.
I did try Gimp version one, but frankly it was a puddle of pooh compared to ... well anything, really ... and that put me right off it and I never tried again.
Is Paintshop Pro any good? Damn right it is: think Photoshop without the price, Adobe, or Hipster worship level. 
(They do a free 30 day trial, if you want to try it).

I have used all 3, and I currently have a paid subscription to Photo Shop, but Gimp ranks last in my list.
I always had a soft spot for JASC/Corel PSP. I started with that product.

Used to love JASC PSP. Always hated Corel... well... Corel everything.
When Corel took over PSP I bailed out immediately.
Kicked the tires on a few others before finally settling on Paint.NET.

OK, the subscription model is cheaper than PhotoShop used to be ($700?  ) but that's still £120 pa - I just bought the latest version of PSP (full, not upgrade, it was cheaper that way*) for £21.99.
* Corel pricing is ... um ... "different": it can vary on an hourly basis. I suspect it's at least partly linked to the value of bitcoin and sunspot activity.

Not sure if I'll make use of it so just having a think since I've got 3 days till the end of the financial year and finalising buying all my claimable items.
Did you get PaintShop Pro 2019 or PaintShop Pro 2019 Ultimate? Any idea what the extra itmes they mention are useful for?

Ultimate: The addons are toys, mostly:
Painter Essentials is a cut down version of Painter, that allows you to be artistic with "natural paint" - it can convert an image into a oil painting, or a water colour, and allow you to edit them. Could be good for christmas cards and so on, but I haven't played with it much (only just got it yesterday).
Photo Mirage "animates" an existing picture: YouTube[^]. I have no idea if I'll ever use it.
AfterShot is a RAW camera file editor and converter - it's not bad, certainly better than what came with my DSLR - but then it's a Minolta and they went away years ago (I just like the way they work so I've stuck with it)
Perfectly Clear is automated photo retouch software, which can do a very good job of improving an image before you use it.
Creative Collection is a bunch of brushes, textures and background images - some good, some useless (as is the way of such collections)
On first look PSP 2019 looks "cleaner" than X9 - the interface has been streamlined, and the (for me) useless "Manage ... Adjust ... Edit" pages have merged into a VS-alike "Home" screen and an "Edit window". The UI also seems to be more configurable, with variable icon sizes, text size, ...
Time will tell - I have nothing "serious" to do with images in the pipeline, so I'll play when I get a few hours to find everything. First off, can I import my macros or do I have to recreate them ...

I'm still using PSP 8.0 on my windows VMs because it doesn't have the nagware in it (that comes in the paid version of the latest offering).
I don't have really severe needs, so 8.0 is good enough.

My problem was that it didn't support Aero, so doing a set of screens for a manual meant taking a screenshot, opening PSP which disabled Aero across the system, loading the image, saving it as a .pspimage file for processing, closing PSP to re-enable Aero, taking another screen shot, ...
Just wasted too much time, so I upgraded on an offer.

But when they aren't right on the ball they just toss in crap and it all gets in the way. Just like Microsoft.
And they never admit they were wrong and undo changes. Just like Microsoft.

It's never stopped working on me (other than crashes) even when updates are out. I generally update to the previous version just before the new one comes out, because the offers get much, much better (within the limits of Planet CorelPricingStructure which is clearly not for the mind of mere mortal man.)

Another one to be aware of is Krita. It is free, and quite powerful as it is designed around painting (and can handle screen shots). This video brought it to my attention.

I've only minor experience with Photoshop, and only glanced at the Paintshop Pro web site. Other folks have mentioned their favorite/most-hated image editor so I'll chime in, as I use Paint.NET[^].
Paint.NET is a very competent image editor. I've used it for everything from creating small icons for UI buttons to retouching scanned photographs. The base application provides most of the capability you might need, but there is a healthy plugin community as well for file type, effect, and shape support. Best of all, it's free.

This post brought back memories of my first 'real' computer, a mid-90's powermac 6100 that had some really awesome painting/drawing demos. I haven't seen anything that good since. Paint-3D is pretty good but still a bit primitive.
My colleague has actually been doing a lot of nice design work lately using MS Publisher and PowerPoint.
