Sit down, and describe what your goals as a programmer are. Describe what you already know, and what types of programming you have done. What OS's, languages, types of apps.
Share those here, and you may get some good ideas.

I think focusing on a specific language, and a specific platform, like .NET WinForm, or WPF, is a good idea in most cases.
Again, your background and goals come into play.

The price is good, but only if the processor is authentic. I would be more comfortable with it if it would not claim to be original RCA. I think they only produced the CDP1802AC, the ACE came later, when RCA was no more from Harris or Intersil.
The one I have here if from Harris an is a CDP1802BCE. They had traded in the option to run it at 6.4 MHz (at 10V) for 5 MHz at the more practical 5V. I had it running at 6.5 MHz on the breadboard yesterday and it did not even get noticably warm.
Anyway, if the processor is ok, that's already a good deal. The rest? Yes, you could use the EPROM and the RAM, but better ones are not really more expensive. The question is, how 'retro' you want it to be. These parts are inbetween. And you would need some 74HCXX logic. They also are not retro. 74LSXX will not cut it. They are pin compatible and may even work, but it's never a good idea to mix different logic families.
For me the that question is easy. I already have retro sitting on the other desk. Even still working, if you overlook some parts showing their age. I will not hesitate to use whatever is reasonable and available for the Zwölf, including bigger and faster memory or using PIC microcontrollers. The circuit board is going to cost more than the parts that will go on it anyway.

It's a surplus house and I'm sure that it's not a reliable source. I've got a few things from them and I'm not real impressed, other than an experimenters keypad they had at one time. The price was good and I've used them in several projects.
Just kind of a coincidence that we've been talking retro lately; you ZWolf and me Z80. Last week got an email for Z80 parts.

Up until this week's Windows and Macrium Reflect updates, whenever I wanted to re-image my system drive, I used Reflect to create a Windows Boot Menu option on the system drive. I would then restart and boot directly into Reflect to re-image the systems drive. Today I noticed that the machine will refuse to boot into the Reflect OS. It most probably is an issue with the new version of Reflect.
I was forced to boot into a USB drive prepared with a Reflect OS.
Therefore: Make sure you create a bootable Macrium Rescue Media on a DVD or USB flash drive, or you may not be able to overcome the boot issue. Do not depend on the option to create rescue media as a second boot option on the system's drive. It may not work.
I will mention the issue to Macrium.
[Edit: A day after reporting this issue, Macrium brought out an update to Reflect (build 4732), that fixed the issue. Nice! . Make sure you have the very latest version.]

So I'm currently installing Cumulative Update 19 for SQL Server 2017 (KB4535007). It's failing hard, because apparently there's a pending reboot. I'm told about this near the end of the installation.
Only, the update installer wizard had a page dedicated to performing various checks, including the need to reboot. I remember seeing the "Pending reboot" line showing a green checkmark. All green checkmarks, in fact, otherwise I wouldn't have been able to proceed (as all SQL Server patch and CU installers have been designed to do for years).
I don't have any further comment. I'm just leaving this out here.
