Just had a call from a friend-of-a-friend asking for me to fix his computer as he's working from home.
Sadly I had to remind him that there was nothing I could do until isolation is lifted.

Reminds me of communist Russia, and what they currently do in China.

What state/city is that?
We have bannings from some public areas (the boardwalk because some idiots wouldn't stay apart), playgrounds, and stuff - a good deal of it quite sensible. The mayor (of NYC) started to take down basketball hoops in places that have games (i.e, don't cooperate).
But - assuming you don't "trespass" on a public facility that is closed, I don't see how they can arrest you.
Amazingly enough, suicide is illegal, being stupid isn't.
