Did you forget to use the "little red flag" to report the member accounts? Sorry, my mistake - they changed the rules a while ago, and I forgot - you need a certain reputation level in order to report accounts, and if you don't have it yet, then you can't see the flag. It was changed because certain members were creating sock-puppet accounts specifically to vote other members off the site ... You'll see it soon, I'm sure.
