I agree with you.
About the removal... if they are really that bad / old / unethical. You can report them with the red flag. Its options are (nuking options if enough people report them):
Unclear or Incomplete
Extremely poor quality
Off-topic
Spam
Plagiarized
Inaccurate / Misleading

About your classification...
(0) It might be not relevant anymore for the majority, but there is always a tiny % with legacy that can be interested on that. Besides if the article is good, I would leave it for academical purpose although the technology is not that new.

(2) This has been discussed as well. Although the code can be useful to do harm, it might be useful as well to learn how to defend yourself. When I confront one situation like this, I do contact the staff and let them decide.

For crappy articles:
Unclear or Incomplete
Extremely poor quality


If an article could be good, but it is just bad done. You might use the options in the second part of the popup (Options "Need Help"). These would flag the article to the editors of the site and when they have time, they will improve it or maybe the author does it himself/herself before (author gets notifications on those reports AFAIK)
