I somehow feel a little guilty saying so, but "all of the above". All of the suggested categories have merit and would be interesting to somebody.
One of the features I'd like to add would be removal of existing articles
(0) No longer relevant (eg. how to thunk to a 16 bit program)
(1) No longer correct (eg. how to take advantage of a now-closed loophole)
(2) Containing intentional harmful or illegal code (eg. how to build a root kit)
(3) which fail to work as described (eg. threading with thread unsafe code)
I think I've seen examples of all of the above on CP. Cleaning these up would be a good thing and a reduction in the evil in all of us.
I'm retired. There's a nap for that...

About the removal... if they are really that bad / old / unethical. You can report them with the red flag. Its options are (nuking options if enough people report them):
Unclear or Incomplete
Extremely poor quality
Off-topic
Spam
Plagiarized
Inaccurate / Misleading
About your classification...
(0) It might be not relevant anymore for the majority, but there is always a tiny % with legacy that can be interested on that. Besides if the article is good, I would leave it for academical purpose although the technology is not that new.

(2) This has been discussed as well. Although the code can be useful to do harm, it might be useful as well to learn how to defend yourself. When I confront one situation like this, I do contact the staff and let them decide.

If an article could be good, but it is just bad done. You might use the options in the second part of the popup (Options "Need Help"). These would flag the article to the editors of the site and when they have time, they will improve it or maybe the author does it himself/herself before (author gets notifications on those reports AFAIK)

I am continually astonished the articles I wrote in 2009 for winforms are still relevant and being downloaded regularly. And yet any Silverlight article is now obsolete except... it may still be adapted to WPF.
oh wait Maunder and his team are all sitting around, bored to tears looking for something to do!
And don't even think about giving delete options to some anally retentive bunch of CPers you would start the mother of all flame wars.

Android, iOS, Windows,... are not bound to a single language, but many articles and thoughts of our authors here solve a problem for a specific platform, like coming around limitations of the next crazy iOS "feature", where the system again does not allow you to do simple things.
Many of us developers and authors have their primary platform, not only their primary language. So we have lots of Android experts, windows gurus and iOS junkies running around.
When I start a new project for Android, I am at least as interested in how to achieve that in Android as I am interested in how to achieve that in Java.
But maybe I already know Java good enough to get to the destination, but I miss some how-to's for Android.

I liked all of the topics and when I am actually reading the article, or trying to vote for the best articles of past month, I try to note down the every detail of an article.
- Concept — does a database article, happens to be a database article? Because, meant for Admins, we are missing quite a lot of categories, and subcategories. We do happen to have, "Button Controls", but no "Entity Framework", or even "ORM".
- Importance
- Writeup
- Attachments — be them code samples, images, graphics, demonstrations etc.
Okay, okay, coming to the point now, all of the options are quite fair and would love to see the vote of community on them, however there was just one field which I did not quite agree to,

I would personally love to see the, "Best explanation of bleeding-edge technology", so that it can be told, why this technology was introduced, instead of "load, c**k and shoot!" I believe, students typically see a technology being used one-way, and they start thinking it as the religious way of doing things. Instead, they must be taught, what and why, and the rest must be left on to them and their imaginations.
Also, that censored word, it wasn't meant to be censored.

Best code
Initially I thought, yes that should be considered.
But that requires inspecting the code of each article when voting. Even when only voting on articles using languages I know well enough, it would take too much time.
So the inspection would usually only be done for the code portions shown in the article and not for the complete code provided as download. But that does not always corresponds to the real code quality (I for example often remove error checking and add or remove comments to show just the code that is related to the corresponding article text).
Bleeding-edge
Today it is called bleeding-edge. Tomorrow it is out of mind.
Of value to the majority of readers
Means that there is probably missing depth.
Most innovative
I would like to have innovative articles. But are there enough such articles? If I read an innovative article, it will probably get my vote anyway.

Best articles regardless of topic or categorisation
If you mean by that the best of the ones voted in the other categories: Why not.

I do like the current division by topics. I just think there are sometimes articles that don't deserve to stay there.
Before changing the structure, I would optimize a couple of things in current design / selection and be a bit harder regarding quality.
A possible vote "This should not be here" or "I think none of them deserve my vote"
If enough people clicks on any of the "needs help" reports in the article, then it should not be competing
Things like that.
