I'm running 1709 (OS BUILD 16299.248) as well, and after a bit of investigating, taking screenshots, etc. to explain what's going on with mine I discovered that it is a setting in the keyboard options!

So bring up the virtual keyboard, tap the settings gear, then the settings gear in the popup. Near the bottom under the touch keyboard section is "Use all uppercase letters when I double-tap Shift".
